Web-based Internet Information and Applications

1194.22 Criteria Mapout Web Support
(a) Critical A text equivalent for every non-text element shall be provided (e.g., via "alt", "longdesc", or in element content). Text equivalents are provided in the form of attributes (alt, title) and ARIA labels for non-text elements.
(b) Critical Equivalent alternatives for any multimedia presentation shall be synchronized with the presentation. Captions provided for video content and a separate audio description track is made available to users if included in the original media. Content creators must verify caption text and audio description tracks meet Section 508 standards.
(c) High Web pages shall be designed so that all information conveyed with color is also available without color, for example from context or markup. Color is used along with descriptive icons/images, text and ARIA labels to convey the context.
(d) Medium Documents shall be organized so they are readable without requiring an associated style sheet. Keyboard navigation and assistive technologies are supported, but stylesheets are required for proper application. Mapout supports user device settings (font settings), but does not support user-defined stylesheets.
(e) Critical Redundant text links shall be provided for each active region of a server-side image map. Server-side image maps are not used.
(f) Moderate Client-side image maps shall be provided instead of server-side image maps except where the regions cannot be defined with an available geometric shape. Client-side image maps are not used.
(g) Critical Row and column headers shall be identified for data tables. Tables use proper markup and row/column headers.
(h) Critical Markup shall be used to associate data cells and header cells for data tables that have two or more logical levels of row or column headers. Tables use proper markup and row/column headers.
(i) Critical Frames shall be titled with text that facilitates frame identification and navigation. Frames are not used.
(j) Critical Pages shall be designed to avoid causing the screen to flicker with a frequency greater than 2 Hz and lower than 55 Hz. No flicker at low frequency is found within the application.
(k) Critical A text-only page with equivalent information or functionality shall be provided to make a web site comply with the provisions of this part, when compliance cannot be accomplished in any other way. The content of the text-only page shall be updated whenever the primary page changes. Mapout complies with Section 508 standards and supports assistive technologies. A static, text-only, non-Javascript, minimal stylesheet alternate page can be provided, if necessary.
(l) Critical When pages utilize scripting languages to display content, or to create interface elements, the information provided by the script shall be identified with functional text that can be read by assistive technology. Mapout can be navigated using a keyboard and supports assistive technologies. Javascript is required for proper website operation.
(m) Critical When a web page requires that an applet, plug-in or other application be present on the client system to interpret page content, the page must provide a link to a plug-in or applet that complies with §1194.21(a) through (l). Mapout relies on HTML5 and does not require any applet, plug-in or other application present on the client system.
(n) High When electronic forms are designed to be completed on-line, the form shall allow people using assistive technology to access the information, field elements, and functionality required for completion and submission of the form, including all directions and cues. Forms include proper labels for inputs, buttons and aria-labels when necessary. Instructive text is placed at the beginning of the forms and text error messages show missing or invalid fields. Inputs are logically ordered on the forms. CAPTCHA are not used.
(o) High A method shall be provided that permits users to skip repetitive navigation links. Navigation is provided using breadcrumbs, sidebar links and buttons to navigate Mapout courses and lessons.
(p) Critical When a timed response is required, the user shall be alerted and given sufficient time to indicate more time is required. Mapout includes a notification and ability to cancel a timed response. We also provide separate navigation buttons if a timed response is cancelled. The only timed response is automatic transitioning between lessons after a lesson has been completed. Adaquate time is given for the user to see the timed transition notification, alerted using ARIA live messages and buttons to cancel if necessary.

Video and Multimedia Products

1194.24 Criteria Mapout Web/App Support
(a) Critical All analog television displays 13 inches and larger, and computer equipment that includes analog television receiver or display circuitry, shall be equipped with caption decoder circuitry which appropriately receives, decodes, and displays closed captions from broadcast, cable, videotape, and DVD signals. As soon as practicable, but not later than July 1, 2002, widescreen digital television (DTV) displays measuring at least 7.8 inches vertically, DTV sets with conventional displays measuring at least 13 inches vertically, and stand-alone DTV tuners, whether or not they are marketed with display screens, and computer equipment that includes DTV receiver or display circuitry, shall be equipped with caption decoder circuitry which appropriately receives, decodes, and displays closed captions from broadcast, cable, videotape, and DVD signals. (b) Critical Television tuners, including tuner cards for use in computers, shall be equipped with secondary audio program playback circuitry. N/A
(c) Critical All training and informational video and multimedia productions which support the agency’s mission, regardless of format, that contain speech or other audio information necessary for the comprehension of the content, shall be open or closed captioned. Closed caption is provided for all video content and can be toggled by the user from within the video player. The default caption style defaults to a black background with white letters. A text transcript for video and audio materials is provided along with the video. Both the captions and text transcript are editable within Mapout by the course instructor.
(d) Critical All training and informational video and multimedia productions which support the agency’s mission, regardless of format, that contain visual information necessary for the comprehension of the content, shall be audio described. A separate audio descriptions track can be included with the video. Users have the option of selected the desired audio track. A text transcript for video and audio materials is provided along with the video.
(e) High Display or presentation of alternate text presentation or audio descriptions shall be user-selectable unless permanent. Both closed captioning and audio descriptions can be toggled on or off by the user.

Functional Performance

1194.31 Criteria Mapout Web Support
(a) Critical At least one mode of operation and information retrieval that does not require user vision shall be provided, or support for assistive technology used by people who are blind or visually impaired shall be provided. Mapout supports assistive technologies and keyboard navigation. Proper HTML attributes, tabindex and ARIA labels are used to support navigation and assistive technologies. Breadcrumbs and sidebar navigation provide easy navigation and access.
(b) Critical At least one mode of operation and information retrieval that does not require visual acuity greater than 20/70 shall be provided in audio and enlarged print output working together or independently, or support for assistive technology used by people who are visually impaired shall be provided. Mapout allows for resizing fonts and page elements in the browser and supports multimedia resizing to fullscreen. Appropriate font sizes and contrast levels are used for easy visibility.
(c) Critical At least one mode of operation and information retrieval that does not require user hearing shall be provided, or support for assistive technology used by people who are deaf or hard of hearing shall be provided. Mapout provides closed captions for video content and transcripts for all multimedia content. Along with each video, a 'Notes' seciton provides a text summary of the video/audio content within the lesson. The video player supports assistive technologies and keyboard navigation.
(d) Critical Where audio information is important for the use of a product, at least one mode of operation and information retrieval shall be provided in an enhanced auditory fashion, or support for assistive hearing devices shall be provided. Mapout provides controls for adjusting the volume for mutlimedia content along with closed captions and transcripts.
(e) Critical At least one mode of operation and information retrieval that does not require user speech shall be provided, or support for assistive technology used by people with disabilities shall be provided. Mapout supports assistive technologies and keyboard navigation.
(f) Critical At least one mode of operation and information retrieval that does not require fine motor control or simultaneous actions and that is operable with limited reach and strength shall be provided. Mapout supports assistive technologies and keyboard navigation without the mouse. Scrolling is necessary for reading materials but can be done using keyboard arrows and page up/down functionality. Mapout is a responsive website that automatically adjusts the content to fit within the viewing area whether that's a mobile phone, tablet or laptop. Content is vertically wrapped so horizontal scrolling is not needed.
